Part Time Interim City Administrator for the City of Standish

Qualifications of City Administrator

The Administrator shall be selected on the basis of his executive and administrative ability and must either have special training in Municipal Administration or previous experience as such administrator, or as an assistant to same.  The person selecected for this position need not be a resident of the City at the time of selection.

Powers and Duties of City Administrator

The City Administrator shall have the following powers and duties, subject to the control of the Council:

A.  Be responsible to the Council for the efficient management of all functions under his supervision.

B.  Take necessary action to see that all laws and ordinances are enforced, and may act as Police Chief when authorized by the Council.

C.  See that all terms and conditions in favor of the City or its inhabitants in any public utility franchise, or any contract , are faithfully kept and performed.

D.  Recommend an annual budget to the Council, and to administer the budget as finally adopted under policies formulated by the Council and to keep the Council fully advised at all times as to the financial condition and needs of the City.

E.  Recommend to the Council for adaptation such measures as he may deem necessary or expedient, and to attend Council Meetings, with right to take part in discussion but not to vote.

F.  Exercise and perform all administrative functions of the Ciy that are not imposed by this Charter or Ordinance upon some other official.

G.  Perform such other duties as may be prescribed by this Charter or as may be required of him by ordinance or by direction of the Council.

H.  Prescribe such duties and responsibilities of the officers of those departments responsible to him which are not inconsistent with this Charter or with an ordinance or resolution. 

I.  Be responsible for the maintenance of a system of accounts of the City which shall conform to any uniform system required by laws and by the Council, and to generally accepted principles and procedures of governmental accounting.

J.  Assemble and be responsible for the safekeping of engineering  data as to all city-owned or operated public utilities and installations and such other public record as required by the Council.

K.  Maintain an accurate inventory of all City-owned property and equipment.

L.  Have the power to hire and fire all personel employed by the City who are not under another administrative officer, who are not elected officers, administrative officers or a member of a Board or Commission of the City.

M.  To act as Purchasing Agent for the City, and in such capacity, shall purchase all supplies and equipment and dispose of the same in accordance with the procedures established by the Council.
